Communities that live in the shadow of the industry are hit hard by pollution, and by Covid-19. But companies are using the pandemic to try to delay stricter rules. Every day, nearly 18,000 diesel-powered trucks barrel along State Route 60 in Jurupa Valley, a small city 45 miles east of Los Angeles.
