Port Arthur Facility Accused of Violating Civil Rights Act with Emissions

A group of activists from in and around the Port Arthur area are awaiting word from the U.S. Environmental Protection Agency after it requested an inquiry into Oxbow Calcining plant following allegations it violated the civil rights of those in and around the facility. Passed in 1964, Title VI says “no person in the United States shall, on the ground of race, color or national origin, be excluded from participating in, be denied the benefits of or be subjected to discrimination under any program or activity receiving Federal financial assistance,” accord.
